New procurement regulations
The Public Contracts Regulations 2015 (PCR), the Utilities Contracts Regulations 2016 (UCR) and the Concession Regulations 2016 (CCR) expired 24 February 2025.
Procurements started before 24 February 2025 will continue to be governed by these regulations until the contract ends. The WPPNs below still apply to such procurement contracts.
Procurements begun on or after 24 February 2025 must comply with the new procurement policy notes instead.
Purpose and scope of WPPNs
WPPNs give advice covering goods, services and works contracts delivered in Wales. They are directed at all Welsh public sector contracting authorities in Wales. This includes Welsh Government departments, NHS Wales bodies, Welsh Government sponsored bodies, local authorities and the wider public sector.
WPPNs should be circulated throughout relevant organisations. Specific attention should be drawn to those in procurement, commercial and finance roles.
The information set out in WPPNs is not legal advice or statutory guidance. It does not override existing legal obligations applicable to Welsh Public Sector bodies. Contracting parties should seek independent legal advice. The law is subject to constant change and advice should be sought in individual cases.
WPPNs support the Wales Procurement Policy Statement, the Procurement Act 2023, the Social Partnership and Public Procurement (Wales) Act 2023 and the Well-being of Future Generations (Wales) Act 2015.
