The Discretionary Assistance Fund (DAF) is the successor to the Social Fund (also referred to as ‘crisis loans’ or ‘community care grants’).

It was previously run by the Department for Work and Pensions. In 2013 the Welsh Government appointed Northgate Public Services to administer the fund on its behalf.

This report documents a process evaluation of the DAF in Wales. The overarching aim of the evaluation was to assess the operation of the DAF and its delivery by the appointed body.
