I am pleased to record that today [on the 5th December 2011] Local Government and the Welsh Government through the Partnership Council for Wales signed an important agreement setting out our joint commitment to a programme of reform aimed at delivering improved and cost effective services across Wales.  It reflects the ongoing commitment to local democratic accountability. 

This agreement between the Welsh Government and Local Government forms part of wider collaboration to achieve effective, locally-responsive services through wider public service collaboration. 

Strong collaborative leadership is critical in ensuring delivery going forward.  I welcome the agreement of Local Government to this agenda reached at the Partnership Council for Wales.  Welsh Government and Local Government are committed to working in partnership to secure significant service improvements and efficiencies, working together to tackle the challenges we face and to support communities and people across Wales.
