On 23 November, I announced the intention to set up an independent review into the All-Wales Element of the Glastir Scheme. The review would focus on the practicalities of on-farm implementation of the current prescriptions available under the All-Wales Element, having regard also to the applications received in November to join Glastir in 2012. 

The key areas of activity for the review group are set out in the formal terms of reference that I attach. This also includes details on membership of the group that will be chaired by Rees Roberts, the former Chair of Hybu Cig Cymru.  
 
I expect the work of the review group to be completed before March 2011 and for the report to be presented direct to me. Decisions that I reach in response to the report that result in change to the current prescriptions under the All-Wales Element will be applied to the 2011 Glastir application round (for entry in 2013). Current applicants who enter into a Glastir contract for 2012 would have the option to modify their contracts in the light of any change to the current prescriptions.
