On July 14 2015, the First Minister published Dr Margaret Flynn’s independent review – “In search of accountability: a review of the neglect of older people living in care homes investigated as Operation Jasmine.”

In September each of the newly created adult safeguarding boards in Wales was asked to consider the review, and to set out its findings in the form of a written response. I indicated I would publish these responses in full on the Welsh Government’s website alongside other responses received in connection with Dr Flynn’s Review.

The form of this response was for the adult safeguarding boards to determine, but each was asked for it to address the key lessons from the review and the actions that the board will be taking as a result.

To support this request, I agreed to fund a series of workshops across Wales, bringing together practitioners, managers and people from across all sectors. The Welsh Government also arranged the involvement of Dr Flynn and members of the families in each of the workshops.    

I am grateful to the chairs and members of the safeguarding boards for the significant work that has been put into this exercise and to the 600 individuals who attended the workshops across Wales.

All of the adult safeguarding boards responses have now been received. These are now available on the Welsh Government website.
