The Rights of Children and Young Persons (Wales) Measure 2011 placed a duty on Welsh Ministers, not only to have due regard to children’s rights when making decisions when exercising their functions, but also to publish a report on how they, and the First Minister, have complied with the duty. These arrangements are detailed in our Children’s Rights Scheme which was approved by the Assembly in 2014.

This fourth compliance report covers the period of February 2018 – September 2020. The last part of the reporting period covers the first few months of the Covid-19 pandemic and this report outlines some of the steps Welsh Government has taken in response to the Covid-19 crisis. 

This report provides an opportunity to reflect on past achievements and to consider how we continue to promote and uphold children’s rights.

I published a revised Children’s Rights Scheme for public consultation in December 2020 and the intention, subject to feedback, is to publish an updated Children’s Rights Scheme in Autumn 2021.
