Lynne Neagle MS, Cabinet Secretary for Education
Today I am publishing the Independent Welsh Pay Review Body’s (IWPRB) Review of the roles and responsibilities of supply teachers in Wales employed through local authorities or directly by schools.
We commissioned the IWPRB to undertake a strategic review of the current structure of teachers’ pay, terms and conditions. This included pay and conditions for supply teachers within the scope of the School Teachers’ Pay and Conditions (Wales) Document (STPC(W)D). Commitments in the Co-operation Agreement between Welsh Government and Plaid Cymru to introducing a more sustainable model of supply teaching with fair work at its heart means that the element of the review on supply teachers forms a separate report.
The report makes a number of far-reaching recommendations that require longer term consideration. Working in social partnership we will proceed with follow up discussions with stakeholders on the report and its recommendations.
I am grateful to the IWPRB and all those who gave their time to contribute to this report.
