I am committed to ensuring that all children in Wales are able to access education services which allow them to fulfil their potential. Education otherwise than at school (EOTAS) provision plays a crucial role in educating vulnerable learners and can be provided through a number of different options; Pupil Referral Units (PRUs) in particular remain a necessary alternative to mainstream schooling.

In December 2017, I published the EOTAS Framework for Action, our long term plan to improve outcomes and raise standards in EOTAS provision.

One of the key actions identified in the EOTAS Framework for Action was the strengthening of advice and guidance for PRU management committee members. For this reason, I am publishing the Handbook for Management Committees of Pupil Referral Units. The Handbook builds on the existing statutory guidance which accompanies The Education Regulations 2014 to provide practical advice which will assist management committee members supporting and challenging their PRU.
