Today I am publishing the Welsh Transport Appraisal Guidance (WelTAG) 2017 for consultation.

WelTAG 2017 is an update of WelTAG 2008, which was published to provide guidance for the development, appraisal and evaluation of transport related projects.

WelTAG 2017 has been written to reflect current best practice in this area and to provide a consistent approach with the Five Cases Business Model which is commonly used for business cases that accompany applications for funding by the public sector. The opportunity has been taken to reduce the length of the guidance and to embed the principles of the Well-being of Future Generations (Wales) Act 2015.

The main changes we are proposing are designed to:

  • Reflect current best practice in transport appraisal, whilst reducing the length of the document and the need for updates;
  • Combine WelTAG and the Five Cases Business Model so that decisions on transport investment consider the full business case for the intervention; and
  • Embed the sustainable development principle and encompass the goals and objectives of the Well-being of Future Generations (Wales) Act 2015.
