Today, I am publishing the summary of responses to the recent consultation on proposed changes to the splitting of non-domestic properties in Wales for valuation purposes. The consultation ran for 12 weeks from 9 March until 1 June 2022.

Respondents to the consultation were in favour of the proposals overall. I recognise that some affected ratepayers would prefer to see the changes backdated to apply to the current and previous rating lists. As set out in the consultation, primary legislation would be required to provide for the changes to have retrospective effect and it would be a number of years before primary legislation could potentially be introduced.

The Welsh Government will, therefore, proceed with preparing the secondary legislation required to reverse the Mazars decision in time for the start of the 2023 rating list and to apply the change to subsequent rating lists.
