Today, I published the Welsh Government’s draft Budget proposals for 2020-21. The draft Budget sets out spending plans for 2020-21.

In light of the external factors that have influenced the timing of this year’s budget, the Welsh Government has, with the agreement of the National Assembly’s Business Committee and Finance Committee, triggered exceptional arrangements in relation to this year’s budget process. This includes publishing together the strategic spending plans for revenue and capital, and taxation and borrowing; as well as the detailed portfolio budget proposals.

I will make an Oral Statement on the draft Budget in the National Assembly on 7 January 2020.

The documents published today are available on the Welsh Government website.

  • Draft Budget proposals
  • Draft Budget Narrative document, including the Strategic Integrated Impact Assessment
  • Budget Expenditure Lines
  • Draft Budget 2020-21 – a leaflet for children and young people
  • Budget Improvement Plan

The following documents, which are part of the suite of documents published today, are also available:

  • Chief Economist’s Report
  • Welsh Tax Policy Report 2019
  • Welsh Taxes Outlook - Office for Budget Responsibility independent assessment of our tax proposal
