Jim Scopes has served as a Non-Executive Member of the Welsh Revenue Authority Board since January 2021.

Jim has over 30 years’ experience within the public and private sectors as both a management consultant and civil servant.

He’s worked at senior levels in UK government on strategy development, policy implementation, change management, and programme / project management. Jim was a partner at PA Consulting working with a range of public sector clients including Department for Work and Pensions, Environment Agency and Ministry of Defence and its agencies. Before re-joining the civil service, where, as Strategy Director at HM Revenue and Customs he established the new strategy unit and developed the first corporate strategy for the new department.

Most recently, Jim has been working on the Marine Energy Programme for the Welsh Government, exploring how tidal stream, tidal range, wave and floating offshore wind resources might be used to deliver net-zero and regeneration through the associated jobs and economic growth. He’s led organisational change programmes, developed and delivered assurance approaches for projects and programmes, as well as designing and implementing governance and associated reporting mechanisms.

Jim’s interests include walking, reading, music and song writing.
