Under the Social Services and Well-being (Wales) Act 2014, Welsh Ministers are required to issue a statement of well-being outcomes.

This is intended for people who need care and support and carers who need support and to specify measures to evidence whether these outcomes are being achieved.
The Social Services National Outcomes Framework is being developed to meet these requirements. The review reports the findings of a project to examine whether the SAIL Databank could help provide national outcome indicators that measure the well-being of people who need care and support; and carers who need support to be included in the developing national outcomes framework.
