The research aimed to identify levels of need and current provision and to assess how unmet need can be provided for.

This research was commissioned to inform the development of future arrangements for funding post-16 additional learning needs in schools and further education.

The research involved a mixture of desk based analysis, interviews and focus groups with a range to stakeholders to investigate the following issues:

  • existing provision of post-19 education
  • demand for post-19 education
  • cost effectiveness
  • how to develop post-19 education provision in Wales for young people with complex learning difficulties.
