Item 1: Welcome from the co-chairs
1. The co-chairs welcomed commissioners and Expert Panel members to the meeting. Apologies were received from Michael.
Item 2: Developing an analysis framework
2. The commissioners considered the draft analysis framework created by the Expert Panel. The commissioners agreed to publish the revised draft analysis framework for comment, and for transparency of their decisions.
Item 3: Work Programme for 2023
3. The commissioners considered the proposed schedule for meetings in 2023, including the establishment of 6 subgroups.
Item 4: AOB
4. The commissioners received an update on the progress of the citizens' panels research, and considered options for further community engagement.
