Item 1: Welcome from the co-chairs
1. The Co-chairs welcomed the commissioners, and noted the apologies.
Item 2: Analysis framework update
2. Gareth Williams updated the group on the Expert Panel's deliberations. The commissioners discussed and agreed the changes to the Analysis Framework.
Item 3: Transport subgroup update and scope of subgroup recommendations
3. The commissioners considered the work so far, and underlined the importance of reflecting the weight of evidence in the Final Report.
Item 4: Publication of final report - initial discussion
4. The commissioners discussed the potential scope of activities required to support the launch of the Final Report.

5. The commissioners considered the forward work plan.
