Since this report was completed, a decision has been taken that Wales will no longer participate in the four nations Deposit Return Scheme (DRS) for drinks containers. For further detail see Written Statement: The Development of a Deposit Return Scheme for Wales (18 November 2024). The research presented in this report, based on the model of DRS outlined here, remains relevant given the Welsh Government’s commitment to bringing forward a DRS.
