Renewed or extended Glastir Advanced contracts

Renewed or Extended Glastir Advanced contracts will be offered to the following:

  • customers with Renewed Glastir Advanced contracts that are due to end on 31 December 2022 will be offered a new 1 year extension to that Renewed Contract  
  • customers with an original Glastir Advanced contract which commenced 2018 will be offered a 1 year Renewed Contract

The renewed contracts do not have a Capital Works element.

Renewed Glastir Advanced contracts that commenced in 2018, 2019, 2020 or 2021 and are due to end on 31 December 2022

Why you are being offered an extension to your contract

The Welsh Government wishes to retain and continue the valuable environmental benefits being delivered by existing contract holders, including any Glastir Entry commitments, which must continue as part of the Glastir Advanced renewed contract

How long your contract will be extended for

Glastir Advanced renewed contracts ending 31 December 2022 will be extended by 1 year until 31 December 2023. 

Why the contract isn’t being extended for a longer period

The Minister for Environment, Energy and Rural Affairs announced in September that Glastir contracts would be extended to the end of 2023.

The extended contract will be on the same land and options

The new extended contract will be the same as your current renewed contract that expires 31 December 2022.

You will need to accept your extended contract within the deadline

The contract will be offered via RPW Online. You will then need to accept this contract via RPW online within 21 days of the contract offer.

Your current Glastir contract will end if you do not accept the extended contract by the deadline

Declining the extension

You do not need to take any action if you wish to decline the extension, the contract will not be available to accept after 21 days have passed.

If you decide to decline your extension, you will not be required to repay any payments made under the original contract or current renewed contract and any subsequent extended or renewed contract(s).

Ongoing commitments if you decline the offer

There are no ongoing contractual commitments. However, you are reminded to continue to observe all the appropriate regulatory requirements such as Environmental Impact Assessment (EIA) on land qualifying as habitat.

Please note that you may be required to obtain an EIA screening decision before undertaking any agricultural improvement work.

How the Basic Payment Scheme (BPS) eligibility (2008 rule) is affected if your Glastir Contract ends

Any land set-aside under an Agri Environment commitment must be assessed against the new BPS eligibility rules.

For example, stock excluded trees will not be eligible for BPS when the Glastir commitment ends because they will be considered to be a group of trees or contain >100 scattered trees per hectare and will no longer be available for BPS entitlements.

Land in your renewed contract that you will be losing management control over during the contracted period

This land must be removed from your renewed contract.

The renewed contract must be accepted online within 21 days of the contract offer and you must contact RPW to inform us of any land changes by 31 January 2023. We will then remove the affected land and a revised renewed contract will be issued before the end of February.  

You are reminded that you must notify RPW of any land changes within 30 days.

Claiming your annual payment

You must continue to claim for your annual payment via your Single Application Form, and you must claim for each land parcel included in your extended contract.

You must also ensure the declared crops and areas correctly reflect the requirements for any management option within that land parcel.

Glastir rotational options

Your Glastir Entry rotational options will now be included in your extended contract showing the total committed area you can claim.

Impact on payments received under your original Glastir contract if you breach during the extension period of your renewed contract

Your renewed contract is a new contract and separate from your original 5 year contract.

If breaches are discovered during the extended period, penalties will be applied to your renewal period claims.

If the evidence indicates the breach occurred during the original contract period, penalties may also be applied to claims already paid.

Depending on the severity of the breach, consideration may be given to terminating your original and/or renewal contract and recovering all monies paid.

Additional land acquired (bought/rented) during your time in Glastir Advanced

This is an extension of your existing contract, it can only be offered on land covered by original Glastir renewed contracts.

However, any land not covered by a Glastir Advanced contract can be considered under Glastir Small Grants.

Applying for Glastir Woodland Creation (GWC) on parcels that will be included in a renewal/extension Glastir Contract

You can apply for GWC on land that is currently included in your Glastir Contract.  The parcels will remain in the Glastir contract but any Glastir Entry/Advanced options will be removed from them.

When you will be offered a new contract

Glastir Advanced contracts ending 31st December 2022 will be offered a renewed contract in the Autumn of 2022.

How long your contract will be renewed for

Glastir Advanced contracts ending 31 December 2022 will be offered a renewed contact starting from 1 January 2023, which will last until 31 December 2023 (1 year).

What will be included in your renewed contract

The renewed contract will be based on the Advanced management options delivered in the final year of your original contract.

There will be NO Capital Works included in the renewed contract.

Un-completed Capital Works

You cannot complete any outstanding Capital Works during the renewal period.

Capital Works NOT completed by 31 December 2022 will NOT be eligible for payment during the renewal period.
