Main points
22,576 children were in receipt of Flying Start services in Wales at some point from 1 April 2019 until the end of the period (31 August 2019). The children seen to date in the year represents 62% of the expectations for the year as a whole.
Overall 20% of children aged under 4 in Wales were on Flying Start Health Visitor caseloads.
Flying Start children up to age 4 were seen an average of 2.5 times during the year to date by health visitors or members of the wider health team.
98% of children newly eligible for childcare in a Flying Start childcare setting received an offer during the year to date. Take up of childcare places is likely to be under estimated at this point in the year as in some local authorities take up for children receiving an offer in a given term cannot be ascertained until that place is formally attended (in the following term).

Please note that this is unvalidated management information relating to data received up to 4th November 2019, and is provided to give an update on the programme as the year is progressing. The data is felt to be of sufficient value at a Wales level to be presented here, but local authority data continue to be validated throughout the year and are not included.
The full year’s data will be released on a validated and more detailed basis for the whole of 2019-20 in the July 2020 statistical report, including the data for individual local authorities. When the complete year picture is available, data may be revised as appropriate.
