The overall aim of the evaluation is to provide information for the Regulatory Board for Wales about the process by which the Framework has been implemented.

The purpose of the interim evaluation of the Framework is to assess:
- its implementation by both the Welsh Government and housing associations, and early indications of its impact in engendering and achieving improvement(s) in associations
- the effectiveness of the Regulatory Board for Wales in achieving its objectives including composition of the membership
- the effectiveness of the Tenant Advisory Panel in achieving its aims and supporting the work of the Regulatory Board for Wales.
