The Home Energy Efficiency Scheme (HEES) has been in operation since November 2000 and is the Assembly Government’s primary vehicle for meeting its Fuel Poverty Strategy commitments. HEES grants are directed at vulnerable low-income households, in receipt of a number of "passport" benefits. The prevailing assumption has been that most of these households are fuel-poor.
