The grant is a financial allowance available to people living in Wales to incentivise them to continue in education after compulsory school age.

The study includes the recommendations that:
- the Welsh Government continues to financially support Welsh further education adult learners via an administrative scheme targeted at those from low household incomes
- the funding allowances made available via the Assembly Learning Grant (Further Education) Scheme be re-examined, arguing that, ideally, a single rate of allowance be offered to full-time students based in households with an income threshold of £18,370 or under but recognising that this might lead to an increase in demand compared to the present situation.
The report makes nine recommendations regarding the grant.
