This report explores the Families First programme and how it can be evaluated and what might need to change for more reliable evaluations to be conducted.

Currently, it is possible to reach findings about:
- stakeholders attitudes and perceptions of the Families First programme
- how the programme is implemented and the quality of the implementation
- whether the programme design is fit for purpose.
While these topics are of interest they do not provide sufficient information to fully assess the effects of the programme on families, parents and children.
This report makes recommendations for any future evaluations of the programme in its current form. It also makes recommendations for possible improvements to the programme that could lead to more robust evaluations and if these improvements were to be made, the following activities may then be possible.
