The report shows that there is scope for process, impact and economic evaluation of the strategy and its associated programmes.
The main finding is that attributing change to the system-wide strategy is likely to be complex and challenging for evaluators.
Other findings suggest that data collection, availability of resources, and ethics will be essential considerations.
