Item 1: Agree minutes of the previous meeting (25 January 2023)
1.1 The First Minister welcomed attendees to the meeting of the Oversight Board. The Board agreed the minutes of the previous meeting without comment.
Item 2: Progress update
2.1 The Board noted the progress update across the Agreement’s commitments since the beginning of the year, focusing on council tax reform.
Item 3: Co-operation Agreement Annual Report
3.1 The Board noted the draft Co-operation Agreement Annual Report. A final version would be noted at Cabinet on 13 November subject to minor amendments, including additions from announcements expected over subsequent weeks.
Item 4: Communications update
Item 5: Senedd reform and Constitution Commission
5.1 The Director for Constitution and Justice updated the Board on the scrutiny that had taken place on the Senedd Cymru (Members and Elections) Bill. The Counsel General would attend two further Committee sessions the following week.
5.2 It was noted that the First Minister and Leader of Plaid Cymru would meet with the co-chairs of the Independent Commission on the Constitutional Future of Wales the following week.
