Comment on the draft Border Target Operating Model
The UK Government published a draft Border Target Operating Model on 5 April. It sets out a proposed new model for importing goods into the UK from countries inside and outside the EU.
Biosecurity is a devolved matter but we have worked with the UK and Scottish Governments to develop a model for the whole of Great Britain so that the rules apply across all nations.

The new model
The Border Target Operating Model will be published this summer and will confirm when physical checks will start on the west coast. This allows time to discuss how the Windsor Framework will affect border controls.
There is one change that affects goods arriving into Wales more than other countries: we are planning to remove the exemption on pre-notification on some additional categories of sanitary and phytosanitary goods. This has applied elsewhere in GB since January 2022. It will become a requirement for goods imported from the Republic of Ireland from October 2023.
