We want to improve safety and journey times along the A55 (junctions 16 and 16a).
What we are doing
We will replace the roundabout at junction 16 (Penmaenmawr) with slip roads on the westbound carriageway. Traffic will join and exit the trunk road via the slip road instead of a roundabout.
The existing slip road at junction 16a (Dwygyfylchi) will be replaced with a height separated junction.
This will allow traffic on the A55 to flow more smoothly without having to slow down at a roundabout.
A single option strategy has been agreed for junctions 16 and 16a.
We have published a protected route plan.
We appointed Carillion PLC, supported by Ramboll (UK), as design and build contractor in autumn 2017. We held public exhibitions between late 2017 and summer 2018.
Following Carillion PLC’s liquidation we appointed Ramboll (UK). They will complete the preliminary design and take the scheme through the statutory process.
Ramboll (UK) have completed the outline design and detailed environmental impact assessment. This has identified the land needed to go ahead with the project.
Option and design development: autumn 2017 to winter 2020
Statutory process and public enquiry: winter 2020/21 to winter 2021/22
Detailed design and construction: 2021/22 to 2023
We will publish the draft orders including details on the area of land needed. The Inspector will produce a report on their recommendations. We will consider the findings of this report before deciding whether to make the Orders.

We held stakeholder workshops in summer 2008 and a public information event in late 2017.
We held a 12 week consultation exercise in summer 2018.
