Project status: planned
Region/county: Conwy
Start date: early 2020
End date: summer 2020

What we are doing

Improving traffic flows, safety and journey time reliability across the roundabout of junction 19, A55 Glan Conwy as well as improving active travel links across the junction.

Why we are doing it

This scheme (known locally as Black Cat) is part of the all Wales pinch point programme that will reduce congestion at junctions and improve journey time reliability and safety on the motorway and trunk road network.

This scheme will be delivered by the North and Mid-Wales Trunk Road Agent (NMWTRA) who work on behalf of Welsh Government and commission local consultants and contractors where possible. We will work with NMWTRA and Conwy County Borough Council to ensure disruption is kept to a minimum during construction of the scheme.

Current progress

We are currently finishing stage 2 of the Welsh Government Transport Appraisal Guidance (WelTAG) process which includes a consultation process before the preferred improvement option is taken forward to detailed design and construction.

Completion of WelTAG stage 2 outline business case and identification of preferred option : winter 2019
WelTAG stage 3 full business case and detailed design for preferred option: winter 2019
WelTAG stage 4 construction: spring 2020
WelTAG stage 5 post construction benefits realisation: summer 2020

Next steps

We are aiming to complete the WelTAG full business case by winter 2019.

We would hope that construction will take place in spring 2020.

How we are consulting

We are undertaking a public consultation which will run between 18 September 2019 and 16 October 2019.
