We want to make A4042 corridor safer and more efficient for all road users.
Overview
Why we are doing it
The current corridor:
- has a high collision rate
- has limited opportunities to cycle or walk safely
- has limited public transport provision
This project is listed in our national transport delivery plan.
Current progress
This project is at stage 2 of the Welsh Government Transport Appraisal Guidance (WelTAG).
It was previously assessed as part of a corridor stage One study. That study included the A4042 between Pontypool and M4 with A4051 through Malpas.
This stage involves:
- establishing a preferred solution
- environmental surveys
- assessment of the impact of improvements
- consulting with local stakeholders
Timetable
WelTAG stage 1 published: winter 2021
WelTAG stage 2 (Interim) published: spring 2022
WelTAG stage 2 (final) published: expected 2023, tbc
WelTAG stage 3 published: expected 2024 to 2025, subject to funding
Next steps
We will complete the final WelTAG stage two and publish it by spring 2024.
What we are doing
We are preparing a WelTAG stage 2 bridging report. This will ensure that the scheme complies with the roads review recommendations and that project objectives are aligned to the 4 future tests for road building.
Solutions from the stage 2 appraisal which align with our Transport Strategy will then progress to WelTAG stage 3.

We have consulted key stakeholders and local businesses at each stage of the WelTAG process. We will continue to do so for subsequent WelTAG stages.
