At a meeting of the Joint Ministerial Committee (Plenary) on 16 October 2013, a revised inter-governmental Memorandum of Understanding was agreed between the UK Government, the Scottish Ministers, the Welsh Ministers and the Northern Ireland Executive Committee.
The revised Memorandum of Understanding, which was last published in September 2012, reaffirms the principles of co-operation underpinning the relationship between the UK Government and the Devolved Administrations. I have today laid the full text of the Memorandum of Understanding before the Assembly. The other three administrations are making their own arrangements to bring the revised Memorandum of Understanding to the attention of their legislatures.
The meeting agreed amendments to each of the four sections of the Concordat on Co-ordination of European Union Policy Issues: Scotland (section B1); Wales (section B2); Northern Ireland (section B3); and Common Annex (section B4). These amendments reflect the important working relationship and experience of the UK and Devolved Administrations and formalise the existing good practice on attendance and representation of the UK and Devolved Administrations’ interests at Councils of the European Union.
