I am pleased to announce the launch of the Scheme for General Medical Practice Indemnity – previously known as the Future Liabilities Scheme. The Scheme will provide clinical negligence indemnity for providers of GP services in Wales. As a result, GPs in Wales will have a more stable and more affordable indemnity system for general practice, and will help to ensure that GP recruitment and cross border activity will not be adversely affected by different schemes operating in England and Wales.

The launch of the scheme builds on my earlier statements in May 2018 when I announced that the Welsh Government will be establishing a state backed scheme to operate from 1 April 2019 and my statement of February 2019 when I announced NHS Wales Shared Service Partnership - Legal and Risk Services as the partner to operate the state backed scheme.

Our engagement with stakeholders, in particular the medical defence organisations, GPC Wales and NHS Wales has been crucial to the development and delivery of the Scheme. NHS Wales Shared Service Partnership – Legal and Risk Services close working with stakeholders will continue over the coming months as the Scheme is embedded and developed.

We have worked closely with the Department of Health and Social Care in England to ensure that the Scheme for General Medical Practice Indemnity is aligned as closely as possible to the scheme developed in England.

I am grateful to all the Stakeholders who have worked tirelessly and collaboratively to launch the Scheme today.
