Overview

This project is still in the planning stages. 

We are following the steps outlined in the Welsh Transport Appraisal Guidance (WelTAG).

The scheme is not yet guaranteed to go ahead.

We want to:

  • build a new bypass to resolve transport issues in Llandeilo and Ffairfach
  • create a one-way system in Rhosmaen Street to make more room for pedestrians
  • make it easier for people to walk and cycle
  • make it easier to access existing bus and rail services 
  • improve resilience to flooding

Next steps

We will:

  • appoint consultants to help manage the next stage
  • develop a full business case (WelTAG stage 3)
  • develop the design
  • publish any draft orders needed, for example: compulsory purchase of land
  • consult with the public and local partners on draft orders, with opportunities to provide support or raise objections

If we receive objections to draft proposals, a Public Inquiry may be needed. 

Any Public Inquiry would be managed by Planning and Environment Decisions Wales, who would appoint an independent planning inspector.

Progressing to the draft orders stage does not guarantee a scheme will go ahead. 

To progress to the delivery stage (WelTAG stage 4), an independent planning inspector must write to the responsible Cabinet Secretary, recommending that the draft orders accepted. The Cabinet Secretary would then decide whether to publish the draft orders. 

Timeline

2024: 

  • announced our preferred route for the scheme
  • published summary of WelTAG stage 2 consultation responses
  • published TR111 plan, which obliges the local authority to inform us of planning applications within 67m either side of our preferred route

 2020:

  • held public consultation on 4 potential options (WelTAG stage 2)
  • reviewed consultation responses and carried out further analysis
  • worked with Independent Review Panel, local authority and Natural Resources Wales

2019:

  • held a public consultation event 
  • narrowed down list of potential options from 11 to 4

2017:

  • worked to understand transport issues in Llandeilo and Ffairfach (WelTAG stage 1)
  • created longlist of 11 potential solutions
