Local Authority Zero Carbon Barriers Research

The research was carried out by Faber Maunsell. It identifies the practical implications for local authorities of implementing and helping low and zero carbon developments through the planning system.

The ‘One Wales’ agreement sets out the Assembly Government’s commitment to combat the effects of climate change. A key part of this commitment is to deliver change within the built environment, including the aspiration for all new buildings to be zero carbon by 2011.

A low or zero carbon development is one which reduces the amount of carbon emissions it generates. A zero carbon development is currently being defined at the UK level by Communities and Local Government.  

The research involved:

  • a review of national planning policy;
  • a questionnaire completed by local authorities; 
  • selecting two pilot authorities; 
  • interviews; and 
  • a peer review workshop.

The research concludes with recommendations to aid the delivery of zero carbon development in Wales.
