Improving Outcomes for Children Ministerial Advisory Group

The Ministerial Advisory Group is a successor to the Improving Outcomes for Children Strategic Steering Group, which oversaw Phase 1 of the development of a national approach for looked after children in Wales.  

The group was established after the Assembly elections in 2016 and is chaired by David Melding AM and reports to the Minister for Children and Social Care, Huw Irranca-Davies AM.  

The work of the Group focusses on:

  • identifying early and preventative action to help reduce the numbers of children taken into care
  • improving outcomes for children already in care
  • improving outcomes for care leavers. 
The Group is taking forward its Phase Two work programme through three work streams:
  • Professional Practice
  • Assessment of Risk and Edge of Care Services
  • Permanency Planning and Building Stable Placements 
A number of work strands are being taken forward as part of this wide-reaching work programme covering research, development and improvements to professional practice. This programme will contribute to reducing the incidences of adverse childhood experiences (ACEs).
