Advice for Fire and Rescue Authorities

We provide strategic direction and support to fire and rescue authorities (FRAs) through the provision of statutory and non-statutory guidance.  

FRAs are autonomous bodies, and  decisions regarding the planning and delivery of services are a matter for FRAs themselves. Their functions are set out in the Fire and Rescue Services Act 2004 (external link) and other legislation.  

Fire and Rescue National Framework 

Welsh Ministers set the strategic direction for FRAs through this framework.  


We issue advice, guidance and updates to FRAs on a regular basis via these circulars.  

FRA Performance and Improvement 

Under the Local Government (Wales)(Measure) 2009 (external link) FRAs must make arrangements to secure continuous improvement in the delivery of their functions.  

Chief Fire and Rescue Adviser 

Provides professional strategic advice to the Welsh Government and works with Welsh FRAs to promote best practice and stimulate improvement. 

Firefighter Pensions 

Responsibility for firefighters’ pension schemes is devolved. We publish information, advice and guidance to FRAs on these schemes.
