It examines:

  • the extent and nature of collaborative scrutiny conducted to date and the factors which facilitate or impede collaboration on scrutiny
  • the most appropriate structures and mechanisms to underpin peer learning and knowledge exchange between scrutiny officers and members.
This report is the result of a Welsh Government commissioned independent research study by the Centre for Local and Regional Government Research at Cardiff Business School, Cardiff University.

The research was informed by focus groups based on the Regional Collaboration Footprint areas across Wales and included participants from each local authority in Wales.
