Local authorities have primary responsibility for public rights of way in their areas.

Their key duties include maintenance, preventing obstruction and maintaining a legal record of rights of way.

If you have any concerns or queries relating to public rights of way you should contact the relevant local authority.

We provide guidance to local authorities on matters relating to the management and promotion of public rights of way.

Rights of way improvement plans

The guidance was published to assist local authorities in the development of their rights of way improvement plans. These are statutory documents through which local authorities can identify, plan and prioritise improvements to their rights of way network.  For further information regarding rights of way improvement plans, please visit the Natural Resources Wales website (external link).

The guidance on the removal of obstructions is in two parts one aimed at local authorities and the other at members of the public. It provides the public with a step by step guide to seeking the removal of obstructions from public rights of way if all other avenues fail.
