This circular deals with duties placed on local authorities (LAs) and responsibility bodies for schools to plan for and implement action to improve accessibility for disabled pupils.

The duties require:

  • LAs to put in place accessibility strategies
  • responsibility bodies for schools to put in place accessibility plans.

Both strategies and plans must both identify:

  • how LAs and schools will increase the quality and extent to which disabled pupils can fully participate in the school curriculum, including  after and out-of-school activities.
  • what physical environment improvements LAs and schools need to secure to maximize access to education, benefits facilities and services for disabled pupils.
  • how LAs and schools will improve the delivery of accessible information to disabled pupils.
  • how children and young people are involved in decision making.
