In light of the current situation relating to COVID-19, the Welsh Government will not expect returns for all statutory data collections that would have been due to take place before the school summer holidays and have not yet started.
- Attendance: Primary 2020 data collection
- Attendance: Secondary 2020 data collection
- National Data Collection (NDC) 2020 data collection
- Welsh National Tests (WNT) 2020 data collection (due to the tests no longer taking place)
This means that all maintained education settings and local authorities are to be wholly absolved of their statutory requirements to return the above data collections to the Welsh Government.
Therefore, the decision has been taken to cancel all of the above collections so that schools and local authorities can be alleviated of any unnecessary stress and pressures relating to these and focus on what are currently much more important issues, such as supporting the vulnerable pupils and children of key workers during these exceptional circumstances.
Pupil Level Annual School Census (PLASC) and Educated Other than At School (EOTAS) 2020
For the PLASC and EOTAS 2020 statutory data collection, DEWi will be closed at 15:00 on Friday 20 March 2020. The Welsh Government will then carry out an analysis of the returned data to determine its usability so as to not put all the appreciated effort already put in by schools and local authorities to waste. There is currently no intention to carry out the normal validation period on these data collections.
Post-16 2020 data collection
We are considering our approach for the Post-16 collection, which usually takes place in the autumn term, and will provide further information on this in the next few weeks.
School Workforce Annual Census (SWAC) 2019 and 2020
For SWAC 2019, as for PLASC and EOTAS 2020, DEWi will be closed at 15:00 on Friday 20 March 2020. In addition, for the 2020 SWAC collection scheduled to take place in November 2020, the planned implementation of Phase 2 of the collection that was due to collect retrospective elements about the previous academic year (meaning 2019/20 for the November 2020 collection) will now be postponed until November 2021. Therefore, the collection of recruitment, retention, supply and absences data will no longer be collected via SWAC in November 2020 and will now be postponed until the 2021 census.
