Independent evaluation of Welsh Local Government’s executive and scrutiny arrangements

The study presents findings on the effectiveness and impact of Executive and Scrutiny Arrangements in Local Government in Wales.

The evaluation has two main aims which are:

  • to assess the impact the introduction of the cabinet system in local government has had on decision-making, democracy and accountability in Wales and to examine the processes to identify lessons for future development
  • seek evidence of how, and to what extent the cabinet system enables effective scrutiny of local government, and to identify policies for future development.
