National Procurement Service supports customers to tackle period poverty.

Carmarthenshire County Council has worked with the NPS to supply period products to schools using the NPS cleaning and janitorial materials framework.

Research from Plan International shows 15% of girls struggle to afford sanitary products; 14% have had to borrow from a friend; and almost 20% have had to use a less suitable product because cost was an issue.

In April 2019, the Welsh Government announced funding of over £3.36 million to address period dignity and period poverty in Wales. Local authorities were awarded £2.3 million to provide free period products to learners in Welsh schools, and a further £220,000 to tackle period poverty within their communities. £845,000 was provided to Further Education Institutions to provide free period products to learners.

The same level of funding will be available for the 2020 to 2021 financial year.

Carmarthenshire County Council required an appropriate and compliant route to market to make use of the funding available. Working with suppliers on the framework, the NPS was able to help source good quality and value period products as non-core items.

Customer benefits

As a result of sourcing non-core items, the NPS secured a compliant and efficient method for the supply of period products.

Period products are now listed as core items on the new NPS cleaning and janitorial materials and washroom services framework agreement. Ensuring this continuous supply of products to schools will be significant in ensuring female learners can manage their periods with confidence, and remove what is an unnecessary barrier to education.

With confirmation of future funding towards this important scheme, having period products available on a core-item basis through the framework allows us to free up valuable officer resource moving forward.
