The purpose of the research study was to provide an evaluation of the effectiveness of local partnerships and the mechanisms employed to engage with citizens and communitites.

It also provided an examination of the fitness of purpose of the implementation and performance management frameworks.
The report makes a total 29 recommendations mainly to the Welsh Assembly Government, local government and Community Strategy Partnerships on issues such as stautory duties, revised Guidance, strategic priorities, resources, policy integration and performance management frameworks.
