The UK Government is currently undertaking a consultation on whether Stamp Duty Land Tax should be devolved to Wales. This follows a recommendation by the Commission on Devolution for Wales ('Silk Commission') in its report 'Empowerment and responsibility: financial powers to strengthen Wales', which was published in November 2012:
"R.3. Stamp Duty Land Tax should be devolved to the Welsh Government with Welsh Ministers given control over all aspects of the tax in Wales. A fixed deduction should be made to the block grant with the value of this agreed between the Welsh and UK Governments taking due consideration of the volatility of receipts."
Today I have submitted evidence from the Welsh Government to the consultation, and I will be publishing the paper on the Welsh Government's website.
The UK Government's consultation is due to close on Tuesday 10 September. I would encourage Welsh businesses with an interest in the future of Stamp Duty to contribute their views.
