The code of practice in relation to measuring social services performance was issued for a 12 week public consultation on 2 February 2015. The 57 responses received were very positive, with respondents in agreement with the approach to measuring social services performance using both qualitative and quantitative data.
These responses have provided us with valuable input and we have used this evidence to make technical changes, further developing and refining these aspects of this code of practice. These changes are highlighted in the consultation summary document which has been published today.
I am confident that this framework will enable local authorities to understand performance in relation to their duties under the Social Services and Well-being (Wales) Act 2014. This framework will be reported in 2017, and replace all existing social services performance information.
Refocusing performance requirements will help local authorities to improve performance and focus on the key things that make a difference to people’s lives. This new set of social services performance requirements underpin our policy of empowering people to remain in control of their lives, ensuring that services focus on prevention and early intervention.
Following completion of this consultation and the post-consultation analysis it is my intention that this code of practice, together with an Explanatory Memorandum, will be laid today.
Working in partnership with local authorities, a working document of underpinning guidance to support local authorities in the collection of the data stated in the code of practice also been published today.
