The Welsh Government is committed to ensuring workers on publicly funded projects are treated fairly and with respect. I have been made aware of the issues of false self employment and the use of unfair umbrella payment schemes operating on some construction sites where workers are employed by employment businesses and not directly employed by the contractor.
I am pleased to announce that today I am launching a procurement advice note which has been issued to every public body in Wales to provide guidance to require fair employment practices on publicly funded projects.
I would like to thank the unions Unite, UCATT and GMB for their support in raising awareness of these issues and for contributing to the direction of the advice note.
I will expect that this guidance will be applied to all relevant future contracts to help ensure that any business in receipt of public procurement expenditure operates fair employment practices.
This is another example of my commitment to use public procurement policy as a lever which requires ethical and responsible business behaviour.
