During Questions last week a number of Members raised the issue of the Additional Learning Needs and Education Tribunal (Wales) Bill and the timetable for its introduction.  Members will be aware that the First Minister has announced that this Bill has been confirmed for introduction in the first year of this Government’s Legislative Programme.

I published the summary of responses to the consultation on the draft Bill on 1 July.  The Bill, draft Code and wider Additional Learning Needs Transformation Programme are being revised and amended in the light of these responses.

I expect to introduce the Bill before the Christmas recess and intend to make available the next iteration of the ALN Code as early as possible during the scrutiny process.  

In the autumn, I will say more about the Transformation Programme and the package of measures we will put in place to support delivery partners to effectively move from the existing system to the new approach.

In the meantime, we are stepping up the pace to deliver the Transformation Programme.  We are also continuing to work collaboratively with partners to co-design and deliver our reforms; ensuring a robust, operationally sound and sustainable new system.  I will continue to make Members aware of these developments by making regular Statements during this process.

I know that the successful delivery of this important area of reform is something that enjoys support from all sides of the Chamber and the Bill has benefited from the widespread commitment that has been invested in it throughout its development.  I can assure Members that I will move to introduce the Bill without delay and I hope that it will complete its passage through the National Assembly and receive Royal Assent by the autumn of 2017. I look forward to working with Members from across the Chamber throughout this process to ensure all our learners are supported to meet their full potential.
