Section 56 of the Mobile Homes (Wales) Act 2013 and Section 60(1) of the Government of Wales Act 2006’ and ‘Section 1(2), 1(3)d and 1(7) of the Welsh Development Agency Act 1975’.
4. Specific policy objectives of the scheme
The allocation of the Capital budget for the Gypsy and Traveller sites programme pursues the policy objective to ensure this funding contributes effectively to the delivery of the commitment contained within the (ArWAP) goal:
to recognise that safe, culturally appropriate accommodation is necessary in order for individuals to flourish in other parts of their lives and to address the lack of site provision and poor quality of Gypsy and Traveller accommodation in Wales.

9. Budget for aid under the scheme
Annual budget across Wales is £3.44 million.
10. Form of support
All subsidy awarded under the scheme will be awarded by way of grants.
11. Eligibility terms and conditions
Welsh Government Officials assessed all applications, against the criteria set out in the capital grant guidance, recommending which to approve before awarding the grant. As part of the monitoring process, all grants are monitored with monthly meetings with the local authorities as well as site visits where necessary. Grant claim forms will be submitted quarterly to claim in arrears once works are completed. This subsidy will be awarded by means of a capital grant to local authorities who apply during specified bidding windows. A local authority’s application for funding must clearly demonstrate how its proposal fits in with local strategic plans (e.g. the Local Development Plan or Gypsy and Traveller Accommodation Assessment)
This subsidy will cover the costs of:
- New site development (permanent residential sites and transit sites). In addition, the subsidy could cover the costs to support temporary stopping places that meet a transit need even if the requirement is primarily seasonal and not year-round. Temporary stopping places will be considered as long as local authorities can demonstrate the facilities are suitable and appropriate.
- Site extensions to existing local authority sites
- Refurbishment of existing local authority sites. This can include demolishing existing amenity blocks and building new blocks in line with Welsh Government’s ‘Designing Gypsy and Traveller Sites (2015)’ Guidance.
12. Basis for calculating subsidies
Support is awarded based upon costed project plans outlining the need and how the support will address it, with funding paid in arrears based upon claim documents.

£3 million.
