I am pleased to announce the publication and launch of the Reducing Restrictive Practices Framework supporting resources.  

The Reducing Restrictive Practices Framework was initially published on the 19 July 2021. The intention of the framework is to reduce the use of restrictive practices in childcare, education and health and social care settings for people of all ages.

The Welsh Government continues to recognise that restrictive practices have a negative impact on the wellbeing of those people subject to these practices, as well as those who implement and witness them. The Framework is clear that restrictive practices should only ever be used as a last resort to prevent harm to an individual or others. The guidance is intended to help ensure that those who work with children and adults across relevant settings and services share a common framework of principles and expectations informed by an approach that actively promotes human rights.

In 2022 Welsh Government became aware of the ‘Hope Instead of Handcuffs’ campaign. The campaign called for a change in UK law to protect looked after children when they are transported between social care settings to ensure they are not transported using handcuffs or caged vehicles. In response, Welsh Government undertook an urgent review of the secure transportation arrangements for looked after children in Wales. As a result, the Framework was amended to include additional safeguards in the provision, use and procurement of secure transport when children are being transported. 

To support and promote the publication of the Framework, Welsh Government commissioned the production of supporting resources to sit alongside the Framework. An animation (produced and written by people with a lived experience), an explainer document and a poster were developed in partnership with the British Institute for Learning Disabilities (BILD) to reflect individuals lived experiences. The Welsh Government remains committed to working with service commissioners, service providers and those who use services to support the delivery of the expectations set out in the Framework and to secure and sustain real change in policies and practice. 

This statement is being issued during recess in order to keep members informed. Should members wish me to make a further statement or to answer questions on this when the Senedd returns I would be happy to do so.
