This research aims to map the childcare and playwork workforce in Wales, including analysis of the current and future composition of the sector’s workforce.

The Phase 2 report builds on Phase 1 by presenting findings from fieldwork with practitioners and managers in the sector, analysis of qualification data from the Lifelong Learning Wales Record, and findings from the workforce modelling.
It is estimated that there are over 16,000 workers in the childcare and play sector in Wales.
Based on core modelling assumptions, the expansion of the childcare element of the Flying Start programme to all 2-year-olds is estimated to require an expansion in staffing of around 24% compared with baseline levels (equivalent to around 4,000 staff) by 2027/28.
The findings from this research suggest potential challenges in meeting the increased demand for childcare and play workers.
The analysis also implies that an increase in the amount of Welsh-medium childcare and play provision will be required for local authorities to remain on track with their stated Welsh-medium provision targets (as specified in their Welsh in Education Strategic Plans).
