OB3 Research was appointed by the Welsh Government to undertake an evaluation of the Flexible Skills Programme (FSP). The FSP is an intervention positioned to support businesses in Wales by upskilling their workforce through business development.
The evaluation was undertaken between December 2023 and April 2024.
